Access: Free, open 24/7. Roughly 15 granite groins jut into the Gulf along Seawall Blvd between about 10th and 61st; walk out from the Seawall sidewalk. Seawall parking is paid ($2/hr, $16/day max, enforced 10am-6pm) with free north-side zones at 12th-19th, 33rd-39th, 53rd-61st and 85th-91st.

Live or dead shrimp under a popping cork along the rock edges is the standard groin rig.
Expect snags off the groin ends - bring extra leader and single-hook rigs.
Fish from the groins, not the beach between them - casting near swimmers draws a ticket.

⚠ Granite is uneven and extremely slick when wet - wear cleats and never fish a groin being washed by swell. Rips form along the groins; heed Beach Patrol flags.

Access: CLOSED/FILLED. The Texas GLO closed the man-made pass (2019) and the cut is now filled. Shoreline/beach and Bayside Park access remains in the area, but the pass itself no longer flows. A new Gulf-side fishing pier is planned/under construction and is NOT yet open (possibly before end of 2026 - unconfirmed).

Do not plan on the old pass cut - it is filled; fish the adjacent Bolivar Gulf surf and East Bay shoreline instead.
Watch GLO / Galveston County for the new Bayside Park and planned Gulf-side pier before making a trip.

Access: Natural pass between west Galveston Island and Follet's Island. Bank/wade access from the Galveston and Brazoria (San Luis Pass County Park) sides; also fished by boat. The old pier was destroyed by Hurricane Ike and never rebuilt. Bridge toll ended May 2025.

Fish from the bar/shoreline - do NOT wade into the guts; drift live or cut bait on the down-current side.
Pompano and whiting on fresh dead shrimp/Fishbites in the surf edges near the pass.
Redfish concentrate around the sandbars on falling tide.

⚠ EXTREMELY DANGEROUS - one of Texas's deadliest spots. Violent tidal currents/undertow and deep drop-offs; swimming and wading are prohibited on the Galveston side. Never wade the drop-offs.

Open daily 8am-8pm (gate closes automatically); no entry fee listed; no overnight camping. 70 acres with parking, restrooms, picnic areas; fish the seawall/riprap shoreline facing Bolivar Roads and the adjacent beachfront.

Sheepshead and drum tight to the granite below the seawall; Carolina-rigged shrimp or cut mullet cast farther out for reds.
Ship wakes push bait against the rocks - fish the wash right after large vessels pass.
The fallback with restrooms, shade and parking when the North Jetty is crowded.

West Bay side: residential canal community with the Regatta Basin marina offering a paved public boat ramp into the canals, plus roadside and wade access to West Bay coves and grass flats. Jamaica Beach RV Resort (Gulf-side, private, fee) is the main family/RV base.

Work the West Bay grass flats and canal mouths at first light with soft plastics or topwaters for trout and slot reds before boat traffic picks up.
Fish the canal drains and bulkhead edges on a falling tide in fall for flounder using live mud minnows or Gulp on a jighead.
On the Gulf side, fish the first and second guts with fresh dead shrimp or cut bait for whiting, black drum, and pompano.
Launch small boats/kayaks at the Regatta Basin ramp to reach back-bay coves out of the wind.

No fishing license required to fish from shore in a Texas state park. Fish-cleaning station and designated canoe/kayak launches. Wade the Dana Cove area (end of the main park road) inside the breakwater where seagrass has recolonized - wade quietly and throw topwaters or soft plastics for trout and reds.

Access: Boat only - big-boat/overnight bluewater trips. Boomvang & Nansen ~100 mi (~3,000 ft water); Hoover-Diana ~125 mi (~5,000 ft); Gunnison more remote. From Freeport.

Night-fish live bait/chunk around the rig lights for yellowfin.
Troll rig-to-rig runs and temperature/weed edges for wahoo and billfish.
Deep butterfly jigs also produce; run rig-to-rig to find the productive platform.

When it fishes: Late spring to early fall for calm seas and clear blue water; summer coral spawning draws pelagics. Needs a flat multi-day weather window given the distance.

Access: Boat only, long-range/overnight. ~105-115 nm SSE of Galveston (~70-110 nm from Freeport). Crest/mooring depths ~55-80 ft; surrounding bottom far deeper. NOAA National Marine Sanctuary.

Pick up a mooring buoy - anchoring is PROHIBITED in the sanctuary.
Hook-and-line is allowed but spearfishing, nets, and traps are banned - standard Gulf seasons/limits still apply.
Troll the surrounding blue water and rig lines for tuna/wahoo en route; drop for snapper and amberjack on the bank flanks.

⚠ True bluewater run - file a float plan, carry an EPIRB and redundant comms, monitor the offshore forecast, and go only in a solid multi-day window.

Access: Boat only - full-day and overnight party-boat/charter trips out of Galveston, ~40-200 miles into the Gulf. Federal offshore regulations/seasons apply.

8-12 hr trips target snapper, trigger, kingfish, ling and amberjack over deep reefs/rigs; 30-hr trips reach tuna/wahoo grounds.
Drop heavy on structure for snapper/grouper; troll or free-line for king mackerel, dorado and tuna between spots.
Bring seasickness meds and check the federal red snapper season before booking.

⚠ Deep offshore water - weather, fatigue and seasickness are real risks; only go with licensed head boats/charters. Follow federal size/bag limits and closed seasons.

Access: Boat only. ~70-90 nm SE of Galveston (~30 mi NW of the Flower Gardens). Crest/mooring depths ~73-85 ft. Part of the sanctuary.

Grab a mooring buoy - same no-anchor rule as the Flower Gardens.
Vertical jigs and live/cut bait on the ledges.
Small bank with concentrated structure - mark it precisely.

⚠ Same deepwater cautions as the Flower Gardens; a long open-Gulf run requiring a good weather window and full offshore safety gear.

When it fishes: Late spring to fall, calm/clear water (also a popular technical dive when visibility is good).

Access: Boat only. A T-2 tanker within the Freeport Liberty Ship Reef complex, ~36 nm from the Freeport jetties in ~100 ft; broken into two sections after a 1972 explosion.

The intact bow section holds the most fish - mark it precisely.
Expect strong current and reduced visibility.
Watch for entanglement/snags if diving.

⚠ Same offshore cautions as the Freeport reef; the wreck is broken and snag-prone.

When it fishes: Quick access to Offatts Bayou's deep holes - winter trout refuge water that stays fishable on strong north winds; run to West Bay grass in spring-fall.

Access: 1600 61st St, Galveston - public ramp at the north end of 61st St on Offatts Bayou, city-maintained (409-797-3700), listed in the Galveston County ramp directory. On-site parking and an adjacent fishing pier; no launch fee listed - confirm with the city.

Offatts is the island's proven cold-snap trout refuge when fronts push fish off the flats.
Weekend mornings are busy - arrive early; the adjacent pier covers you without a boat.
Closest island-side launch to the causeway/West Bay complex.

⚠ Heavy weekend jet-ski and pleasure traffic; the ramp area is a no-wake zone. Check wind before crossing open West Bay in small craft.
